The European Commission has issued a clarification on the implementation of the “Guidelines on the eligibility of Israeli entities and their activities in the territories occupied by Israel since June 1967 for grants, prizes and financial instruments funded by the EU from 2014 onwards (2013/C 205/05)”.

These guidelines are referred to in the 2018 Programme Guide page 22 (published 2017) listing Partner Countries – see footnote 9. These indicate that Israeli higher education institutions (HEIs) located in the territories occupied by Israel since June 1967 are not eligible under Erasmus+.

In practice, this exclusion applies to the following HEIs (situation May 2018):

In the West Bank

  • Ariel University
  • Moreshet Herzog College (for Teacher Training)
  • Orot Israel College (for Teacher Training)

In the Golan Heights

  • Ohalo College (for Teacher Training)

Thank you in advance for your cooperation in ensuring that no Erasmus+ mobility with these institutions in supported by Erasmus+ KA107, or by other EU-funded actions.

If you have any doubts concerning the eligibility of an institution, you may contact our National Erasmus+ Office (NEO) in Israel, Ms. Kathrin Theurillat at erasmusplus@che.org.il.
