International Programmes Evaluators – Call 2023
The International Education Section of the Higher Education Authority wishes to create a pool of project evaluators for a number of programmes operated under the aegis of the Erasmus+ Programme and/or Irish Government funded initiatives
➢ Erasmus+ Programme:
Erasmus+ is the EU’s programme to support education, training, youth and sport in Europe
for the period 2021-2027. It has an estimated budget of €26.2 billion.
The programme places a strong focus on horizontal principles of social inclusion, the green
and digital transitions, and promoting young people’s participation in democratic life.
➢ Government of Ireland (GOI) International Education scholarships:
At the request of the Department of Further and Education, Research Innovation and Skills,
the Higher Education Authority provides scholarships for one-year of study at Master or PhD levels to Irish higher education institutions for students from non-EU/EEA countries. The offer is open to all fields of study.
Role of the Expert:
The role of the expert may include the following:
• Reviewing the quality of submitted applications
• Providing beneficial feedback to applicants for future application rounds
• Providing an overview of the applications submitted
• Reviewing progress of project objectives
General Requirements
Experts should have a broad knowledge of the international education agenda both from Irish and European perspectives as well as experience in project management and/or the horizontal principles listed above. An ability to meet tight deadlines is also necessary. The HEA will draw from this pool as needed. Inclusion in the pool of evaluators does not indicate a commitment to appoint any member for tasks in this area. Applicants are requested to submit a CV and a short overview of the following areas:
• A short summary of experience in the field of education (particularly higher education),
• An overview of experience in project management
• Any prior experience in assessing applications from previous national, European and/or International Programme Calls

Fees
External evaluators appointed by the HEA to the panel will be paid a fee per application or report, depending on type, size and budget. Fees are not paid for annual briefing/debriefing meetings and expenses associated with evaluations are not refunded.
Training
Briefing and technical training will be provided to the selected evaluators in advance of the evaluation of assessments. If you’re selected to be on the panel, you will be required to attend the training and briefing sessions.

Terms & Conditions
• On application, the individual must notify the HEA of any potential conflict of
interest, including details of any work (paid or otherwise) undertaken with/on behalf of/in connection with any Higher Education Institution.
• Before any applicant is placed on the panel they must sign a conflict of interest agreement with the HEA.
• Once the application process is complete Experts must delete email or destroy hard copies of applications.
• There will be no entitlement to engagement. Appointments will be made subject to suitability and availability.
• The Evaluator engaged may not subcontract any part of the work to anyone else, including their employees, agents or colleagues. All work must be carried out in person by the individual expert engaged.
• HEA Evaluators members are treated by the Revenue Commissioners (the “Irish Revenue”) as Irish office holders and are therefore fully within the charge to PAYE/USC payroll tax in Ireland under Irish tax law. This applies even if panel members regard themselves as self-employed individuals or part of a business corporation.
• The HEA reserve the right to remove an applicant’s name from the panel(s) at any time.
• All applications must be submitted by email.
• Once engaged the assessor must fill in and return the HEA New Supplier Detail Form.
